Affinity Interactive Finalizes Primm Valley Resorts Sale to Herbst Family

The gaming landscape in Nevada has seen a significant change in ownership at one of its most prominent border locations. Affinity Interactive has officially completed the transition of the Primm Valley Casino Resorts to Terrible’s. Behind Terrible’s is the well-known Herbst family, which has been a staple in the region's casino and gas station business for decades. This step ends a period of uncertainty for the Primm locations, which are situated directly on the busy freeway between Los Angeles and Las Vegas.

The sale includes an extensive portfolio of properties. Among them are the Primm Valley Resort, Buffalo Bill’s Resort & Casino, and Whiskey Pete’s Hotel & Casino. Also part of the deal are the Primm Center and the Flying J truck stop. This closing marks a turning point, as Affinity Interactive had announced as recently as May of this year that it planned to cease operations at the Primm Valley Casino Resorts on July 4. It was only through the intervention of the Herbst family that a permanent closure was averted.

Numbers and facts

In connection with the closing, there were also significant personnel changes at Affinity Interactive. The company appointed three new directors to its board. Among the most prominent new additions is Ellen F. Whittemore. She brings extensive experience from her time as executive vice president and general counsel at Wynn Resorts. Joining her on the board are Brad Oates, chairman of Stone Advisors, and Adam Paul. Paul has over 25 years of experience advising boards and investors on complex transactions.

Affinity Interactive emphasized that these appointments pool decades of experience in gaming, corporate governance, mergers and acquisitions, and regulatory affairs. The Nevada Gaming Control Board closely monitored the entire process.

The locations in Primm have a colorful history. While they were once considered a mandatory stop for travelers from California, they have lost ground in recent years due to competition from modern resorts directly in Las Vegas and the digitalization of gambling. Buffalo Bill’s is particularly known for its landmark rollercoaster that shapes the desert skyline. The Herbst family, known in the region primarily for their Terrible’s brand, sees the acquisition as an opportunity to revitalize the sites through synergies with their existing network of gas stations and gaming operations. The deal was prepared back in June and has now been finally ratified in August 2026.

Interestingly, the US market is currently showing strong dynamics. While land-based casinos in New York, such as the Resorts World Casino New York City, are achieving record revenues of nearly 870 million dollars with 5,550 slot machines, remote border casinos often struggle with profitability.
