International Entertainment Targets Late 2026 Philippine Online Launch

International Entertainment Corporation (IEC) is accelerating its footprint in the Asian gaming market, targeting a commercial launch for its Philippine online operations between late August and September. According to a supplemental filing with the Hong Kong Stock Exchange, the company is currently conducting trial runs for its initial gaming suite. This expansion comes as the group reports a significant recovery in its gaming operations, fueled by strong results from both land-based casinos and platform service commissions.

The digital expansion is facilitated through a cooperation agreement between the subsidiary New Coast Leisure Inc. (NCLI) and Total Gamezone Xtreme Incorporated, a unit of DigiPlus Interactive Corporation. Under this deal, NCLI serves as the licensed operator and administrator, while DigiPlus provides the technical framework, gaming software, and integration. The financial structure of this partnership is notably lopsided: the NCLI subsidiary receives only 3% of the Gross Gaming Revenue (GGR), while the technology partner takes 97%. However, this revenue is subject to various deductions including PAGCOR fees, franchise taxes, and audit costs.

The latest unaudited financial results for the year ended June 30 underscore the dominance of the gaming sector within the group. Group revenue rose by 50.6% to HK$852.5 million (approximately US$109 million). The gaming segment specifically saw a 60.7% jump in revenue to HK$819.4 million, now accounting for 96.1% of the total group turnover.

Financially, the gaming division achieved a successful turnaround. A previous segment loss of HK$234.9 million was reversed into a profit of HK$92.0 million. Land-based casino operations were the primary driver, contributing HK$551.8 million. Nevertheless, the group reported an overall loss attributable to owners of HK$486.4 million. This was largely due to a non-cash fair value loss of HK$424.9 million related to HK$1.6 billion in convertible notes issued to DigiPlus. Excluding this specific item, the attributable loss would have narrowed by more than 78%.

The initial rollout will concentrate on electronic casino games. These include titles utilizing certified random number generators, electronic table games, and arcade-style specialty games approved by PAGCOR. Notably, the first phase will not include live human dealers. Online poker and electronic bingo have also not yet commenced commercial operations. Furthermore, the review found that NCLI had been storing some customer risk profiles in paper format, violating AMLC guidelines for digital records. The company has committed to implementing all recommended improvements by the September launch. Access to the platform will be strictly geofenced: only individuals physically located within the Philippines, including tourists who pass KYC protocols, will be allowed to play.
