Poland's State Monopoly Expands: Totalizator Sportowy Launches Spinky.pl

Poland is taking a distinctive path in the European gambling landscape. While many nations opt for controlled liberalization, state operator Totalizator Sportowy is further cementing its monopoly. With the new brand Spinky.pl, the giant is now specifically targeting market shares previously held by illegal offshore providers. The Ministry of Finance has already officially added the domain to the register of authorized gambling websites, increasing the state-controlled offer while private operators remain excluded from the casino vertical.

The development of Spinky.pl was not a short sprint. The project has been under development for more than a year behind the scenes. Originally, the launch was scheduled for December 2025, but technical hurdles with the underlying platform forced a postponement. Currently, the site is in a restricted testing phase involving selected users. Access is expected to be expanded gradually once the initial trial results are analyzed. The economic importance of the sector in Poland is immense. In 2025, gambling tax receipts reached a record PLN 6.24 billion, which is approximately €1.46 billion. This represents a significant 16.8% increase compared to 2024, when revenues stood at PLN 5.34 billion (€1.25 billion). Despite these successes, the black market remains a massive issue. Ministry of Finance estimates, based on H2 Gambling Capital data, place the unlicensed share of online gambling GGR at 27.5%.
