Georgia is proposing a new licensing framework designed for international online gambling operators. This move could reshape the market, having significant implications even for Europe.

What happened

Georgia, an emerging market in the Caucasus, is planning a fundamental overhaul of its licensing framework for international online gambling providers. This comes from recent reports. The country's government aims to specifically attract globally operating iGaming companies. It appears they want to create an appealing environment to generate tax revenues and promote digitalization. This is a bold step. The proposed changes could make Georgia a new hotspot for gambling companies. There is talk of a tailored approach that considers the needs of international players. Our editorial team always closely monitors such developments. New licenses often mean new player offerings. Whether this is always good remains to be seen. I have my doubts.

Background

Georgia has already shown an expansive stance towards the gambling sector in recent years. However, previous regulations were more geared towards the domestic market. Many international operators have held back due to complex local requirements. This is now set to change. The new initiative aims to dismantle these hurdles. They want to create clear and understandable regulations. This is not just about simple approval processes. Topics such as player protection, data integrity, and anti-money laundering are also on the agenda. These aspects are crucial for the reputation of a licensing authority. Strong regulation is essential for trust. They know that in Georgia too. I personally always appreciate when countries take player protection seriously. Yet, loopholes often remain. That's part of the business, sadly.

Why it matters for German players

Directly, the new Georgian licensing will have no impact on us German players. Since July 2021, we have had the German State Treaty on Gambling (GlüStV). This treaty strictly regulates our online gambling. German players are only allowed to play with providers who hold a German license from the Joint Gambling Authority of the Federal States (GGL). These include sites such as jackpotpiraten, etipwin, crazybuzzer, merkur-slots, and loewen-play. These providers adhere to strict rules. Deposit and betting limits, the Oasis self-exclusion system, and strict advertising guidelines are standard. MGA or Curacao casinos are not permitted here. Even if a casino obtains a Georgian license, it would not be allowed to offer games in Germany. Unless it also applies for a GGL license and fulfills all German requirements. This would be a double effort that hardly any international provider would undertake just to serve the German market. The hurdles are high. Players should always stick to the GGL-licensed offerings. That is the safest way. Anything else is illegal and can lead to problems.

What it means for GGL-licensed casinos

For operators with a German GGL license, the Georgian plans initially change nothing. They continue to operate in a clearly defined, regulated environment. Their business models are tailored to Germany. However, indirectly, it could mean competition. If Georgia becomes an attractive location for international iGaming companies, many players could settle there. These could then operate in other, less strictly regulated markets in Europe or worldwide. For GGL casinos, however, this is not a direct problem. They have the advantage of being legal in Germany. And that is a significant plus. GGL casinos are also pioneers in player protection. That is a clear quality feature. Anyone who wants to play legally in Germany cannot avoid these providers. Stronger international competition, licensed through Georgia, could however increase pressure on regulatory authorities in other countries. Perhaps this will lead to new discussions about licenses or the harmonization of gambling laws within the EU in the long term. But that is rather speculative. For now: Germany is Germany. And Georgia is Georgia. And I think that's a good thing.
