Arizona Reopens Sports Betting Licenses, Expects Billions in Revenue

Arizona is reopening its sports betting market for new licenses. The Arizona Department of Gaming (ADG) will accept applications from June 26 to July 10, 2026. Since its launch in 2021, sports bets worth 33.9 billion US dollars have been placed.
The US state of Arizona is seeing activity in its regulated sports betting market. The responsible regulatory authority, the Arizona Department of Gaming (ADG), has opened a new application window for event wagering licenses. From June 26 to July 10, 2026, interested parties can submit their applications. This marks a significant phase in the market, which only started in 2021, encompasses both mobile and retail betting, and is open only to players aged 21 and older.
The decision to reopen the licensing process comes in a market that has shown impressive figures since its launch on September 9, 2021. The rules are clearly defined, and the ADG strictly monitors compliance. Special attention is paid to licensing, reporting, consumer protection, and enforcement.
Numbers and facts
Arizona has experienced significant growth since the legalization of sports betting in 2021. Total wagers amounted to 33.9 billion US dollars, generating approximately 179.9 million US dollars in privilege fees for the state. Tax rates for operators are 10 percent of adjusted gross receipts for mobile wagering and 8 percent for retail offerings. These fees are paid by the operators and are not additional charges for customers.
In March 2026 alone, approximately 836.9 million US dollars were wagered, a slight decrease of 5.7 percent compared to the previous year. For fiscal year 2026, Arizona reported a total of 46.2 million US dollars in gambling revenue, an increase of 5 percent year-on-year.
The market is limited to a maximum of 20 operator licenses, equally divided between tribes and professional sports organizations. Additionally, there are 10 licenses for racetracks or additional wagering facilities. In January 2026, two licenses were already allocated to tribal designees, including Plannatech and Sporttrade.
Background
The Arizona sports wagering law allows for two main pathways to licensing: through eligible Arizona tribal gaming entities and eligible Arizona professional sports organizations. This structure is important because a sportsbook's legal right to operate comes from a state-approved license or market access relationship, not simply from a familiar brand name. This underscores the diligence with which Arizona regulates the market to ensure orderly development while safeguarding players.
The reopening of the licensing window indicates that Arizona continues to selectively expand market access. At the same time, the licensing regime remains firmly rooted in tribal participation, team affiliations, and regulatory oversight. Responsible gambling is also highly valued. Players are urged to set budgets, avoid chasing losses, and use the tools offered by licensed operators. Arizona's Division of Problem Gambling provides state resources, including the 1-800-NEXT-STEP helpline (1-800-639-8783).
Cliff Holden, the department's assistant director of certification and licensing, emphasized the importance of this process:
"As the state regulator, we remain dedicated to consumer protection and a thorough licensing review process." - Cliff Holden, Assistant Director of Certification and Licensing at the Arizona Department of Gaming
Why it matters for German players
For German players, developments in Arizona have only indirect implications. The German online gambling market has been strictly regulated since the State Treaty on Gambling 2021 (GlüStV 2021). In Germany, online casinos may only offer slot machines and sports betting with a license from the Joint Gambling Authority of the Federal States (GGL). Deposits are limited to 1,000 euros per month, and the maximum stake per game round on slot machines is one euro.
The LUGAS system, a central reporting system, monitors these limits and protects players from excessive gambling. Offshore providers without a GGL license are illegal in Germany and offer no player protection. Therefore, German players should exclusively use providers listed on the GGL whitelist to be legally secure and benefit from strict German protective measures.
What it means for GGL-licensed casinos
The strict rules for GGL-licensed casinos in Germany are a double-edged sword. On the one hand, they offer the highest level of player protection and legal certainty for providers. On the other hand, they may limit the appeal for some players who prefer higher stakes or other forms of gaming. While US markets like Arizona continue to grow and offer flexible licensing models, the GGL in Germany is uncompromising in its approach. GGL-licensed casinos must adhere to the limits and may not offer any gambling games not explicitly permitted in Germany. This means no fast-paced roulette, no live casino with card games, and adherence to the 1-euro limit per spin.
These differences clearly show how differently gambling markets are regulated worldwide. For German players, this means that a safe and controlled gaming experience is only guaranteed with GGL-licensed providers. Arizona currently has 14 licensed sports betting providers who adhere to the ADG's rules. This diversity is not possible in Germany due to strict regulation. It is important to understand that the security and regulation provided by GGL providers come at a high price in terms of restrictions, but these serve to protect players.
