Accel Entertainment Strengthens Leadership: Stan Guidroz Promoted to COO

Accel Entertainment, a leading US gaming provider, has appointed Stan Guidroz, current CEO of Toucan Gaming, as Chief Operating Officer. In Q1, the company's revenue increased by 9 percent to $352 million.
Accel Entertainment has announced changes in its senior leadership. Stan Guidroz, former CEO of its subsidiary Toucan Gaming, has been promoted to Chief Operating Officer (COO) of Accel. This appointment becomes effective on July 14.
Mark Phelan, who currently serves as President and Chief Operating Officer, will relinquish the COO title. Phelan is set to take over as CEO of Accel in August. He will, however, continue in his role as President within the company.
Numbers and facts
Stan Guidroz has served as CEO of Toucan Gaming, Accel's Louisiana operating subsidiary, since 2021. In this role, he has built a growing gaming route and overseen several acquisitions. These acquisitions include the recent purchase of the Rice Palace Truck Stop Casino. Guidroz brings over two decades of experience in Louisiana's gaming sector. He previously worked at Jacobs Entertainment, where he led operations in Louisiana as Vice President and President of Cash Magic truck stop casinos. Under his leadership, the business expanded to 27 locations. He also served as Chief Operating Officer of Colonial Downs Racetrack.
Earlier in his career, Guidroz founded a convenience store company that grew to 19 stores before its sale. In 2015, he founded the Louisiana Video Gaming Association and served as its president until 2025. During his tenure, he significantly contributed to advancing legislation for the state's local gaming market.
In the first quarter of the fiscal year, Accel Entertainment reported revenues of $352 million. This represents a 9 percent increase year-over-year. Net income remained stable at $15 million, while adjusted EBITDA also rose by 9 percent to $54 million.
Background
Guidroz's promotion is part of a broader leadership restructuring. Andy Rubenstein, Accel's founder and current Chairman and CEO of Entertainment, will step down from his CEO role in August to serve as Chairman of the Board. Mark Phelan will succeed him as CEO. Phelan stated:
"Accel has a strong foundation, long-standing partnerships, and a culture built on accountability. My focus will be on execution, improving the experience for our location owners and players, driving consistent performance across our markets, operating with discipline, identifying and capitalizing on growth opportunities, and working to create long-term value for shareholders." - Mark Phelan, Accel Entertainment's incoming CEO.
Rubenstein lauded Guidroz's contributions to Accel's growth.
"Stan is a proven leader who has made significant contributions to Accel's growth, and this promotion reflects his track record and the depth of talent across our organization." - Andy Rubenstein, Accel's Chairman and CEO of Entertainment.
In his new capacity as Chief Operating Officer, Guidroz will oversee Accel Entertainment's day-to-day operations across all its markets. Separately, Derek Harmer, the Chief Compliance Officer, will transition from his current role on March 31, 2027. However, he will join the company's Gaming Compliance Committee effective April 1, 2027.
Accel has also completed the acquisition of Century Gaming as part of its expansion strategy. This acquisition adds over 900 customers and 8,300 gaming terminals to Accel's portfolio. The purchase price was $164.2 million in cash and stock.
Why it matters for German players
German players are typically not directly familiar with Accel Entertainment. The company primarily operates in the US market, particularly in "route operations" that place slot machines in bars, taverns, and truck stops. For German online gamblers, such developments in the US are usually only indirectly relevant. In Germany, all online gambling providers are subject to the Gambling State Treaty 2021 (GlüStV 2021). This treaty strictly regulates the market to ensure player protection and prevent addiction risks.
Players in Germany must ensure they only play with providers listed on the whitelist of the Joint Gambling Authority of the Federal States (GGL). These providers must adhere to strict rules, including a bet limit of €1 per spin on online slots and a monthly deposit limit of €1,000, controlled by the central monitoring system LUGAS. It is crucial to stick to websites with a German license, as only these offer legally mandated player protection. International providers without a German license cannot guarantee such security, even if they hold licenses from Malta or Curacao.
What it means for GGL-licensed casinos
For GGL-licensed casinos in Germany, the personnel changes at Accel Entertainment have no direct impact. German regulatory authorities focus on enforcing the GlüStV 2021. They emphasize aspects such as player exclusion systems, transparent gaming processes, and combating illegal gambling. Developments in the US market serve at most as an indicator of general market trends in the gaming industry. German providers must continue to meet their license requirements, including strict rules regarding advertising and bonus offers. The GGL regularly and consistently monitors compliance with these regulations.
