This suggests that operators are seeking to offset margin compression at home by entering newly liberalized territories abroad.

The German Interstate Treaty on Gambling 2021 (GlüStV 2021) established a framework focused on high regulation and player protection. To remain attractive in the international M&A market, companies must demonstrate full compliance with local laws, such as those enforced by the GGL (Gemeinsame Glücksspielbehörde der Länder).
