EU-Geldwäschebehörde konsultiert Glücksspielbranche zur Risikoüberwachung

The EU's Anti-Money Laundering Authority (AMLA) has launched a consultation on risk supervision in the gambling sector, running until September 27. Operators and other sectors are invited to contribute.

The EU Anti-Money Laundering Authority (AMLA), established in 2026, has opened a significant consultation round for licensed gambling operators across the European Union. The goal is to enhance risk profiling and risk-based supervision in the fight against money laundering and terrorist financing. The authority aims to avoid applying rules from other industries to the gambling sector without adaptation.

This initiative clearly signals a strengthened approach to financial crime in high-risk sectors. It is a collective effort to reshape supervision, even as gambling licenses remain under national jurisdictions. German players and operators should closely monitor this development, as harmonized standards could have implications nationwide.

Numbers and facts

AMLA's consultation runs until September 27. It focuses on drafting Regulatory Technical Standards (RTS) which will apply to gambling operators and other sectors like real estate financing, the online sale of luxury goods, art, antiques, and legal advisory payments. These RTS will define how supervisory bodies assess AML and terrorist financing risks for obligated entities in the non-financial sector. The authority explicitly acknowledges that supervisory obligations designed for banks cannot simply be applied to non-financial industries. Instead, it recognizes the need for sector-specific rules to prevent disproportionate compliance burdens. Key issues highlighted include proportional reporting requirements, the treatment of smaller businesses, and implementation costs.

"The draft RTS will form the basis for the supervisory authorities’ work on risk classification and supervision." - Spelinspektionen

Sweden's gambling regulator, Spelinspektionen, has urged its licensed operators to participate in this consultation. Further consultations are expected later in the year.

Background

The AMLA was established with the overarching goal of strengthening cooperation among EU member states in combating money laundering and financial crime. Its mandate includes developing harmonized RTS and supervisory guidelines. This will enable national regulators to apply anti-money-laundering rules consistently through shared risk-based principles. Although gambling licenses are issued at a national level, this EU-wide initiative signifies a move towards more unified and robust oversight. The Danish gambling regulator recently highlighted enforcement actions against 334 unlicensed websites, underscoring the ongoing challenges in regulating the online gambling space.

This push for stronger oversight of high-risk sectors reflects a broader trend of increased regulatory scrutiny across the EU. The objective is to create a more resilient financial system, less susceptible to illicit activities. The gambling sector is seen as one area where enhanced controls are particularly necessary due to its cash-intensive nature and cross-border operations.

What it means for GGL-licensed casinos
