South Korea: Casino Companies Tremble Over Higher Tourism Levies

South Korean casino operators face a prospective hike in contributions to the state tourism fund. The Ministry of Culture, Sports, and Tourism is considering raising the percentage from 10% to 15% of revenues, causing Paradise shares to drop over 23%.
South Korean casino stocks have plummeted following government plans to force operators to increase their contributions to the state tourism fund. Operators like Paradise and Lotte Tour Development were particularly affected. This development surprised the market, where experts had recently predicted a tourism-driven surge for gambling-related stocks.
The Ministry of Culture, Sports, and Tourism last week stated its intention to raise the current contribution rate to the Tourism Promotion and Development Fund from 10% to 15% of revenues. This potential change immediately triggered negative reactions in the stock markets and raises questions about the future profitability of the industry.
Numbers and facts
The Paradise City operator, Paradise, saw its share price fall by over 23% over the past five days. Its rival, Lotte Tour Development, experienced an almost 5% drop day-on-day when the market opened on July 20. Another operator, Grand Korea Leisure, which owns the Seven Luck casino chain, has seen its share price decline by over 11% since July 15. Shares of Kangwon Land also fell over 3% in the past five days.
Securities industry experts warn that a profit decline would be "inevitable" if the ministry approves the rate hike. Eugene Investment & Securities analysts estimate that Paradise would need to pay over $64 million to the fund per year based on last year's earnings. Lotte Tourism Development would face a $40.5 million payment, and Grand Korea Leisure over $31 million annually.
"There is a possibility that casino firms’ operating profits could decrease by 20–30% compared to existing forecasts." - Lee Hyun-ji, researcher at Eugene Investment & Securities
Previously, in 2014, Standard Chartered research showed that Chinese gamblers accounted for well over 40% of visits to foreigners-only casinos in South Korea.
Background
The proposed fee hike by the Ministry of Culture, Sports, and Tourism aims to boost the state tourism fund. This move affects primarily casinos catering to foreign-passport holders, although Kangwon Land, the only casino allowing domestic passport holders, has also seen its shares affected. South Korea's tourism industry is a significant economic driver, generating over $18 billion in receipts last year and employing more than 500,000 people. The Korea Tourism Organization views it as a "growth engine for an improved national economy and quality of life."
Yet, this measure comes at a critical time. South Korean operators are already looking ahead to increased competition from Japan, where developers plan to open the first integrated resort in Osaka by 2030, costing around $10 billion. This project, MGM Osaka, is projected to generate $2 billion annually in Earnings Before Interest, Taxes, Depreciation, and Amortization. Experts fear that South Korean casinos might struggle with facility improvements due to construction regulations, making it difficult to compete without significant capital expenditure.
"From a mid-to-long-term perspective, South Korean foreigner-only casinos must prepare to compete with Japanese IRs in four years. And securing competitiveness is impossible without capital expenditure spending." - Choi Yong-hyun, analyst at KB Securities
Despite these concerns, analysts offered a more optimistic long-term outlook. They believe the recent price drop is a "psychological adjustment reflecting policy uncertainty, rather than a result of actual earnings deterioration." They note that spending by VIP and ordinary customers remains high, suggesting a recovery in stock prices once policy uncertainties are resolved.
Incheon, near Seoul, has become a hub for integrated resorts. Mohegan Tribal Gaming Authority (MGTA) is developing Inspire, a $1.6 billion super-resort adjacent to Incheon International Airport. MGTA President Bobby Soper highlighted that 97% of the project will consist of non-gaming amenities. Other major players like Paradise and Caesars Entertainment also have licensed projects in the area, signaling the government's recognition of the economic power of destination-scale gambling.
What it means for German players
The developments in South Korea directly impact the Asian casino market.
What it means for GGL-licensed casinos
